Rhea serves as Correction Education Association’s (CEA) representative to the NPJS Board and Education Council (CEARDY). Collaboration between NPJS and CEA provides both organizations a stronger national voice and increased services for members and students.  Rhea also serves as CEA Juvenile Justice Advocate, CEA Auditor, and Commissioner on the CEA Standards Commission. 

 

While teaching reading for 43 years at McLaughlin Youth Center in Anchorage, Alaska, Rhea received recognition as British Petroleum Teacher of Excellence, CEA Teacher of the Year, and the Lifetime Achievement Award. She developed and managed Title1/Chapter 1 programs, established the first school library, and developed the first reading program at the Center. In addition, she has worked with the Alaska Department of Education to develop policies and monitor guidelines for Title 1 Federal Programs across Alaska. She has presented at numerous Title 1, Correctional, and Reading conferences.

 

Rhea sees a future with Juvenile Justice organizations across the nation joining forces for a strong unified response to the needs of both the youth involved in juvenile justice systems and the staff serving them.
