Title: COVID and Juvenile Services: Once in a Century Lessons from the Pandemic


The COVID-19 pandemic highlighted and exacerbated existing adverse situations throughout all services and all populations. Juvenile Services systems were presented with immediate life and death challenges that impacted services ranging from arrests and adjudication to staffing and safety ratios. Day-to-day operating tasks such as education, meals, and program delivery became incredibly difficult. While the first changes began in March of 2020, the impact of COVID continues to resonate in Juvenile Services settings.


This Special Issue will feature papers that explore the unprecedented challenges and insights the Covid-19 pandemic produced in Juvenile Services.


We invite researchers and experts in the field of juvenile justice and child development to contribute papers on the following themes:


  • Successes and lessons learned in managing COVID transmission within Juvenile Service facilities
  • Changes in youth crime, arrests, adjudication, and out of home placement
  • Opportunities to increase Juvenile Services efficiency and effectiveness illuminated during the pandemic
  • Psychological impact of medical quarantine, incarceration, and detention on youth during COVID
  • Unique staffing concerns experienced within Juvenile Service settings
  • Applying lessons learned to inform systems-level changes
  • Preparing Juvenile Services Crisis Management teams for future epidemics
